Hallyburton Battery Energy Storage System


Background

Leading energy project developer, Balance Power, is looking to bring forward
a planning application to deliver a new battery energy storage system
(BESS) development consisting of battery containers and associated
infrastructure on land within the Hallyburton Estate, Coupar Angus.

BESS store electricity at times of high generation and low demand via
rechargeable batteries, and release this energy back into the grid system
in times of high demand.

Covering an estimated 10 acres, it is anticipated that this facility will
have a capacity of 100MW. Because of its generating capacity being
over 50MW, this is classed as a Section 36 planning application and
will be administered by the Energy Consents Unit (ECU) of the Scottish
Government and be determined by Scottish Ministers, with Perth and
Kinross Council as a statutory consultee.

As heavily polluting but reliable and controllable coal and gas are removed
from the grid and replaced by clean green renewable sources, it is critical
that a resilient energy network is maintained. While renewable energy is
inconsistent, battery storage serves to address this through delivering
increased security of supply.

Reducing reliance on imported fuels and replacing these with renewable
energy, ensures a cheap and secure supply of energy to meet current and
future demand.

Consultation

No statutory consultation is required for a development such as this,
however, as a responsible developer the team held an event on Wednesday
6th December at the Kettins Community Hub School Rd, Kettins, Blairgowrie,
PH13 9JL, between 2pm and 7 pm.

A second event is now scheduled for 24 April between 3pm-7pm at
Kettins Community Hub School Rd, Kettins, Blairgowrie, PH13.

New exhibition boards outlining changes from event 1 will be available to
view with feedback forms on hand to allow for comments to be made. The
development team will also be available to answer any questions you might have.
A refreshed website will go live from 9am on the day of the second event with
new consultation material detailing the proposed development.

Feedback will be open until Friday 10 May. Please note, comments made to the
prospective applicant do not constitute representations to Scottish Ministers. A
further opportunity to make representations will be available following formal
submission of the planning application.
